Plutarch Heavensbee has to be Brendan Fraser.

Brendan Fraser sure can rock a purple shirt and tie. That qualifies him for the role of Plutarch Heavensbee.

Plutarch Heavensbee is my favorite character. He has the word "heaven" right there in his name, practically the only reference to religion in the whole series. And he plays an enormous role in the rebellion actually happening.

OMG I totally want this too! Actually I posted something like this many months ago on the forum and I'm so happy to hear that someone else has the same idea! Hopefully Gary Ross will read these posts.

I saw Brendan Fraser in the movie The Quiet American, where he not only does a fantastic job as a very serious actor but plays a character that has some creepy similarities to Plutarch.

Yeah!! That's funny- I just posted them in another thread. Did you get it from mine or did you know of them before? I didn't think anyone would know of them!
But yes, I would definitely cast the Spear twins.

Ok- I was surprised that someone else had heard of them unless they were from Vancouver. I'm glad you agree. They have the perfect look. And they are tall too- which I think would be great! Some people are throwing around the idea of the Olsen twins, but I don't think they look strong enough to be fighters. A gust of wind could just about blow them over. Not that I don't think they could do the acting well, i just don't think they physically fit the part.
Does anyone know of any other twins that would work? I was searching around, but can't really find anyone.

I don't think that the Olsens would work either. Not for acting reasons, just that they would draw a weird sort of attention to the characters that should really be unknowns.
I hope that these Spear actresses are considered. Also: Their last name is 'Spear'. How fitting for fighters
