From the rebelions point of view, its good. But from the Capitol's, its bad. Its all about perspective.

I think Distrist 13 is bad and scary. I think that the whole series is kinda of like the roman empire. The capitol being rome (think about it they whole roman empire can be compared to panem)
anyway district 13 are the barbarians that come in an..dtake over and change all the grandeur and craziness.

I believe all the people in thirteen r good. Just the way Coin runs it is bad
