I actually didn't hate Coin.

Coin was ruthless and manipulative, and her actions, like Snow's, resulted in the deaths of children. And she would of restarted the Games

I never really saw her as ruthless and manipulative 
She just seemed like a leader trying to pull her District together. Look at all 13's had to go through and how hard it is to lead them.
Also, to be fair she gave the Tributes a vote. Technically it's their fault too.

The difference is that she knew the children would of died
And she only really gave the tributes a vote so she could see who was on her side
