but he did deserve a better send-off than he got, actually Katniss should have told him all the thoughts that were spinning around in her head
he only needed two words from her: "Don't go."

Finnick. I was in shock at the death itself, but near the end of the book when Katniss mentioned the tribute book and something about Finnick's eye color, I shed tears. Was probably the second time in my life I shed tears at some book.
