Also I think the arena should be in an area similar to what D13 would have looked like after the explosion, just for some irony

Well I think that the land would be barren and have remnants of a fire scattered everywhere. The Cornucopia could be in a hole made by the bomb in the underground living quarters of D13. Might make for a decent setting methinks
