Well, I just reread that part, and Peeta is upset, he thinks it's unfair that he was the one who was going to eat the berries, but instead Foxface died. It's Katniss who says 'Well it's just one step closer to District 12, right?'

Well, besides that fact, my whole point was that Gale and Peeta both killed kids by accident, no blammiing either of them for it.

I'd say her death was the District's fault and everyone who supported the hunger games. The blame kind of goes beyond the direct action of killing her.
