He could be one of the characters from CF.

Jennifer Garner for Johanna and I can totally see betty white being Mags, sort of sarcastic, giving Finnick a big kiss before she runs toward the fog.

Jennifer is a good choice for Johanna.

I was also thinking Mandy Moore for her.
